This special program offers non-Japanese students an opportunity to work toward Doctor of Engineering (3 years) or Master of Engineering (2 years) degrees. Ten of the top qualified students will be awarded scholarships from the Japanese Government’s Monbu-kagakusho (MEXT: The Ministry of Education, Culture, Sports, Science and Technology). We also seek several more highly qualified students to enroll as self-supporting students. All of the students will be enrolled in one of the departments below.

Students awarded the MEXT scholarships are exempt from the above fees.

The Japanese Government’s Scholarship

Ten Applicants who have exceptional academic records will be awarded the Japanese Government’s MEXT scholarship by recommendation of The University of Tokyo for the period of either the Doctoral program or the Masters program. If you complete the Masters course with distinguished achievement or with a substantial contribution to your field of research, you may be provided a chance to continue working toward a Doctoral degree under a continuing scholarship. The Scholarship grantees are exempt from Entrance Fee and Annual Tuition Fees throughout their entire term of study. They are also provided with round-trip air tickets from their home country to Japan.

Scholarship Amount(Basic Monthly Stipend + Additional Stipend)

Basic Monthly Stipend:

  • Master’s student 154,000 yen
  • Doctoral student 155,000 yen

Additional Stipend for Designated Area

  • Master’s student: 3,000 yen (Hongo, Komaba, Nakano and Shirokane campuses)
  • Doctoral student: 2,000 yen (Kashiwa campus, Sagamihara(JAXA))

*The additional stipend varies according to the student’s “principal place of research,” regardless of place of residence.

* The MEXT Scholarship will not be offered to students who are already receiving grants from other sources.
* If you apply for the Japanese Government’s MEXT Scholarship by obtaining the recommendation of the Japanese Embassy in your country, you will not be eligible to enroll in this program. Instead, you will have to initially enroll as a research student and then later take an entrance examination to be admitted to the graduate courses.

Financial Supports for Self-Supporting Students

  • MEM Students who are not awarded MEXT Scholarships are called self-supporting students: they are responsible for their own fees and living expenses.
  • After entering The University of Tokyo, self-supporting students have chances to apply for several kinds of scholarships including one offered by The University of Tokyo itself. However, please note that many well qualified students compete for these scholarships and the scholarship amounts are often lower than the MEXT Scholarship. Basically there are almost no scholarships available before your enrollment.
  • Self-supporting students can apply for the exemption of Entrance Fee and Annual Tuition, Entrance Fee could be exempted up to a half of the full amount. Annual Tuition could be exempted a half or the whole of the total amount.

Admission

The Graduate Council of The University of Tokyo grants admission to this program based upon the recommendation of the School of Engineering. Screening for admission is based both on the evaluation of documents submitted by the international students and on Internet interviews conducted by the faculty. Once the evaluation process is complete, ten top qualified applicants will be nominated as candidates for the MEXT Scholarship and several more applicants will be granted admission to this program on a non-scholarship basis.

For enrollment in October 2010, a completed Application Form together with other necessary application materials must be submitted to the MEM International Graduate Program Admissions Office at the address below by November 30th, 2009. Schedule

  1. November 30th, 2009: Application deadline
  2. Early February 2010: The Selection Committee nominates the candidates for the MEXT Scholarship. The candidates are informed of their nomination by the middle of February. At that time they are requested to submit additional documents such as the Pledge and the Certificate of Health (health examination results) by the end of February.
  3. Early March 2010: The list of candidates recommended for the MEXT Scholarship is submitted to the MEXT.
  4. Early July 2010: The MEXT selection results will be announced to the candidates.
  5. October 2010: Matriculation at the University of Tokyo

Qualifications for Enrollment

To be eligible for admission to this program, you must be

1. A citizen of a country other than Japan.
2. In good health both mentally and physically
3.

  • For admission to the Masters Course:

a holder of a Bachelor’s degree from the Faculty of Engineering or the Faculty of Science who has completed 16 years of school including university education, or a holder of a degree which is equivalent to the Bachelor’s degree from the Faculty of Engineering or the Faculty of Science awarded by The University of Tokyo.

  • For admission to the Doctoral Course:

a holder of a Master’s degree from the School of Engineering or the School of Science who has completed 16 years of school plus 2 years of graduate education, or a holder of a degree which is equivalent to the Master’s degree from the School of Engineering or the School of Science awarded by The University of Tokyo.

  • Applicants who are scheduled to earn either Bachelor’s degrees or Master’s degrees after the application deadline and before the end of September 2010 may apply by submitting the certified statements confirming their anticipated graduation.
  • Applicants must have at least 16 years of school education including university education or its equivalent. Applicants who have spent less than 16 years completing their elementary, middle school, high school and university education must explain their academic history very clearly.

4. Proficient enough in English to participate in lectures and receive guidance in English.

Additional conditions and regulations regarding the MEXT Scholarship application

  1. The applicant must be a citizen of a country with which the Japanese Government has diplomatic relations. Those who have the Japanese nationality are not eligible.
  2. The applicant must be under 35 years of age as of April 1st in the year of admission.
  3. The applicant must be living abroad at the time of application, or a current MEXT Scholarship MEM Master-Course student who is to proceed to Ph.D course.
  4. Military personnel and military civilian personnel cannot apply for the MEXT scholarship.
  5. Previous MEXT Scholarship grantees cannot apply for another MEXT Scholarship until they have been employed or involved in further research at educational institutions in their own country for at least three years.
  6. MEXT Scholarship grantees are required by MEXT to complete their courses within the allocated period of time:
    * Masters course within 2 years
    * Doctoral course within 3 years
  7. MEXT Scholarship grantees must leave their country between the 1st and 7th of October 2010 and arrive in Japan on week days between the 1st and 7th of October 2010.

Application Procedures

Since all the students admitted to Master/Doctoral course at The University of Tokyo will study under the guidance of supervising professors, it is essential to find a prospective supervising professor and to receive an acceptance letter from him/her prior to submitting an application. This may take some time, so it is advisable to start looking for a professor as early as possible.

  • Please click on the Academic Staff List on the FACULTY link (http://www.mem.t.u-tokyo.ac.jp/faculty.html) to look for a professor whose research field matches yours.
  • Once you find a professor, please contact the MEM International Graduate Program Admissions Office by e-mail and give us the following information to register: Click to send Registration Form.
    Please send this Registration Form to MEM office (admin@mem.t.u-tokyo.ac.jp) for registration.
  • After you make register, you may send an e-mail to the professor. When you do so, please include the following.
    1. Curriculum Vitae (CV) / Personal History (academic career, professional career, if any, and the degrees conferred)
    2. Plan of study and research in Japan
    3. Transcripts (in detail, please scan the original transcript, if possible)
    4. Level of English proficiency

While or after making arrangements for the acceptance letter, you should prepare the other documents you will need to submit.

The documents must be submitted by November 30th, 2009. If any of the documents to submit is not written in English or Japanese, an official English or Japanese translation should be attached to the document in original language.

  4. Official Diploma or graduation certificate
    • Please do not send the original.
    • One with the certified seal/stamp of the university you graduated from and six copies of it
    • Master course applicants must submit their Bachelor’s diploma & certificate, and Doctoral course applicants must submit both Bachelor’s and Master’s diplomas & certificates.
    • Those who have not yet been conferred with the diploma in the present course of study at the time of application are requested to submit an authorized statement of anticipated graduation.
  5. Official transcript
    • One with certified seal/stamp of the university you graduated from and six copies of it.
    • GPA (Grade Point Average) is required. If it is not on the transcript, a GPA statement authorized by the university should be attached.
    • An authorized certificate of rank that shows your academic abilities should also be attached.
    • Master course applicants must submit their Bachelor’s transcript, and Doctoral course applicants must submit both their Bachelor’s and Master’s transcripts.
  6. Seven copies of a list of publications, if applicable
  7. Seven copies of your TOEFL score certificate (Test of English as a Foreign Language)
    * Please send one of your PBT, CBT, or iBT score.
    * Please send valid TOEFL score.
    TOEFL score is due to expire in two years.
    TOEFL score that has already been expired cannot be accepted.
  8. Seven copies of your GRE score (Graduate Record Examinations)
  9. One original and six copies of employer references (only for those who have been employed)
  10. Seven copies of your Bachelor’s thesis abstract for Master course applicants
    Seven copies of the Bachelor’s and Master’s thesis abstracts for Doctoral course applicants
    (1,000 words in English, 2,000 characters in Japanese (2-6 pages); plus figures and tables)
    An interim report is acceptable, if the applicant has not yet graduated at the time of application.
  11. Seven copies of your census register, passport, or other proof of citizenship (Please do not send the original.)
  12. Two letters of recommendation (Form#2):
    One from a current dean or a current head of the department, where you belong to or graduated from, and the other from your supervisor.

    • It should be written in English or Japanese.
    • It must be addressed to “The President of The University of Tokyo.”
      *The recommendation letter starting with “To whom it may concern,” or “Dear Sir” is not acceptable.
    • Please clearly state the post (head or director) of the professor who recommends you both on the recommendation letter and on Form#2.
    • Please have them signed by him/her.
    • The letter must be placed in an envelope and signed on the seal to ensure confidentiality.
    • Please send it to the MEM International Graduate Program Admission Office (address shown on Form#2)
    • You may send this recommendation letter together with the other documents or have it sent separately by the professor
